This happens from time to time when the seat belt auto tension dose not wind it up and the end is in the door when you shut it. Its taken its tool on inside latch of drivers door.
What is the best way to fix that outside of a body shop?

Get a colour matched paint pen and touch them up or strip that area back and prepare it for a proper spray job, with decent prep a rattle can will do the job.
