Default LR3 - Big metal weights in rear?

So I did my first spare swap a while back and notice this BIG heavy weight that pivoted. They are almost inside the rear bumper on each side of the spare. I figured it was so the spare could be pulled up and these weights would sorta keep the spare in place yet pivot to accommodate fitment of tire sizes. I have stock tires and it sits nowhere close to these weights. yet its just a half inch from the rear inner bumper. So its in position. What are these huge weights for then?

I was told harmonics but I don't believe that

The weights hanging in front of the rear bumper are to counteract resonate frequency vibrations coming from the frame of the LR3.

Now does a driver really feel the difference? I compare em to the big round counter weights on a RRC/D1/D2's to stop the axles from transmitting vibrations up into the chassis.

Ok so maybe they were right when they said harmonics after all

They are indeed harmonic dampers.

I just installed wiring harness last week and noticed exactly that!!!! Very much in the way. I figured they were some way for the vehicle to know if it was pointing up or down hill, certainly there's easier ways but this is Land Rover after all..... lol Damping vibration and such came to mind and then I thought "no that would just be ridiculous, there's far better ways to accomplish that, not even LR would do this.

The LR3 didn't quite weigh enough when it was ready to leave the factory so they added ballast
