Thats not how it would work. Only the "Rover" button can be programed to pop the gate. The unlock button is for doors only. Once for driver, a second press for the other doors - thats normal operation. The Rover button, however, can do lots of other things. I actually wish there was a fourth button.

I think your particular scenario is neither here nor there. The OP is asking about an original design feature that never actually worked. I also don't think it "pops open" and up per se but at least opens to the point where you could just lift it from there...but it doesn't do that. You still have to engage the handle actuator. It's stupid.

PS - I don't think the Rover Button will actually do this. At least, it wasn't available as a programming option in 2005.

Not in the 2006 manual. And I dont think in any LR3 manual. But it was in the Ranger Rover manual. A few LR3 folk followed the same steps and found out it can be programed.

I've seen the video. I don't remember seeing that in there, otherwise I'd do it. I currently have the headlights function programmed, which is nice for like, camping.

I've accidentally programmed it to release the rear hatch once. I can't recall how, but afterwards it was popping the rear hatch AND turning on the lights with the LR button. Not very helpful since usually you'd only want one or the other.

Okay but it doesn't pop it open. That was the whole point....so it unlocks it, so what? You can do that by just unlocking the vehicle anyway. There is very little use for that feature. The OP is talking about the "pop open" function advertised as being possible by pressing the lock and unlock buttons. It doesn't work and the FOB also doesn't allow it.
