Seat heater won't turn off

My seat heater won't turn off, I am thinking maybe the relay is stuck. Is the seat heater relay under the seat?

Has anyone seen a relay under the seat or is it under the hood (or does not exist)?

Fuse F7 is responsible for front seat heat.It is located in engine bay , in fuse box , right by battery. F8 is for rear seat heat.Both are 25 A relays.
No fuses under seats.
