one other thing, I notice he still has the RED coolant in his system. That's a huge NO NO on disco 2's, same for the LR3?

this is the shaft with ujoint
Steering Column Shaft Lower W/U Joint (Genuine Part # QMN500250 ) - Land Rover steering from Atlantic British
Is the steering wheel off center? You can try to center it when you replace the steering shaft.
otherwise the sas can be calibrated using sdd, or an alignment shop may have a sas reset tool that can calibrate it.
You should really scan the vehicle for codes to make an accurate diagnosis
I really have no idea whats wrong, just guessing...
