Probably a broken multifunction switch. The CJB controls the wipers based on inputs, so its likely receiving erroneous ones. If you have a GAP tool there may be a way to read live inputs as you operate the stalk, but I have not looked to see if that is possible. I would recommend simply replacing the assembly. My neighbor picked up an LR3 were the rear wiper never turned off. Replacement of the stalk assembly worked.
