Default Hood does not close, video inside

2010 lr4. Middle catches but the left and right latches do not. So when I close the hood, it bounces and doesnt shut and I get a hood open error. I soaked the latches in pb blaster and nothing. Is something broken?

Here is a video, my wife is pulling the hood release lever over and over:

well, they are acting like “frozen” hinges. (I’m in Canada).
Meaning, the latch is not rotating down to the locked position. Pulling the hood release in this position will have no effect as the hook has already been released from the locked down position. (if that makes sense)
There springs seem to be doing thier job as I saw in the video that it was difficult for you to move them down.
I’m a “fix it rather than replace it” guy. I doubt the “down” lock position is broken.
Obstruction of some kind? ?
The hood adjustable rubbers are are extended too long??
The cable is fir the unlock is ceased (rusted) in the “pulled” position?
Give it a good shot of penetrating oil, hitting all the cable points??

Maybe alignment of the latches. I notice the metal on the sides of the latches looks pretty beat up, like the latches are striking outside of the center groove.
