Default Rear Brake Drums and EPB ( not a how to question)

I'm trying to understand why the parking brake needs to be adjusted if the rotors are changed. If the parking brake pads are set in a place where the distance from the pad to the inner part of the rotor is already perfect, why can't the new rotor just go back over the parking brake pads and be ready to go?

Because they wear and the setup adjusts for it.
