Mudflap clip?

Default Mudflap clip?
Looks like my mudflaps are missing the 2 clips that are towards to top. Can someone confirm for me if there should be clips the mudflaps? I have the screw underneath but no clips...
Pic 9 on second to last page is what I’m referring to on the installation instructions.

Default There are clips...
I installed the mud flaps myself, and there were clips as shown in the instructions.

Thanks Disco5tv.
I brought it back to the dealer and they replaced all 4 and miraculously they have the clips now.
