I found a solution to this. The attached document references fuse F49 for “Tailgate Gesture-Left/Right” in the rear junction box. Pull it using the tool inside the box.

My vehicle is a 2022 Discovery HSE.
I am pleased to say the pulling the fuse worked perfectly.
- Tailgate foot gesture is disabled.
- Tailgate controls for exterior button, interior button, and button on key continue to work.
- No error lights or messages on the dash at all.

In my case this has opened when walking by about 6 or 7 times and made me worry that it would do this with my bike rack on there and damage the car.
