Tube/pipe/hose cut in the engine’s bay, what is it?

I have a Disco 5 2.0 Diesel, I got a message on the dashboard saying to “OK to drive with caution, reduced performance” and the car indeed has less power, it seems like a cylinder is gone, so I’ve opened the bonnet and I’ve found a tube/pipe/hose cut in half, it’s circled in red in the picture attached (not my own), does anyone knows what is it? Could it be the culprit? I’m searching on a service repair manual, but it’s not immediate, I thought the search would be easier…
While it doesn't hurt to ask, this is a US-based forum, and since we never got that engine here, there aren't many people that are familiar with it. Best of luck sorting it out, though!
