Default Range Rover HSE 2004 - M62TU Engine - Pool of oil in intake

Hello everyone,

I have an issue with a Range Rover HSE 2004. I've rebuilt the car both heads, seals replaced, gaskets, thermostat, water pump, spark plugs, hoses, valley pan. I started up the car, and I drove for a mile or so, but their is smoke coming out, white/blue smoke.
So oil was getting into the cylinders. I did change the 2 hoses that were blown going to the metal oil return down to the oil pan. But, I didn't change the PCV valve, the oil separator wasn't clogged. Anyways, I decided to remove the intake to take a look and also change them.

I discovered at least a cup of oil inside the intake and also the intake valve, I soaked all the oil out with cloth. Luckily it's a new build and I've only test driven in about a mile.

What would cause a bunch of oil to end up in the intake? Could it just be PCV valve? Also, could that metal oil return pipe be clogged? would that make oil go into the intake? Is there anything else I should look for?

Note*: I'm able to blow straight through the PCV in all the holes, not sure if it supposed to close or something?

So how does this thing work?

I'm going to replace the oil separator and PCV valve and clean out the intake.

I'm not understand how the PCV system work. Is this correct? Link: PCV Photo
I'm not seeing where the oil can come up, but from the oil return pipe, or from the intake valves? I highly doubt that, wouldn't it just leak into the cylinder?

Any help would be great! thanks!
