Series III low power at higher gears
Can’t pin down the issue with low power and back firing above 40 mph. New muffler assembly, clean points, fuel pump working great, carb working fine. Puzzled.

There are a number of possibilities. If, as you say, the carb is fine, it’s likely ignition. Bad spark plugs or wires, bad or mal-adjusted points, bad rotor or cap, bad coil. I’d start with looking at those items.
