That's the pulley attached to the water pump.
You would have been if you never noticed this! Good job catching it before it got worse. I noticed mine was pretty bad too when I was investigating a coolant leak. Turns out it was coming right out through the front of the water pump bearing. Not a very big deal to fix. Just buy a new pump online $150-250 and replace the water pump, it'll be good as new.

It is an electronic version of the service manual the mechanics use on these cars. Very helpful.
As far as the belt routing, I just google image searched 'Discovery II belt routing diagram' on my iPhone while doing the repair and it went fine. Aside from what the book says, make sure to scrape off all of the old gasket (which took me nearly 2 hours, compared to ~30 minutes to do everything else). And slap a PVC pipe over your ratchet when getting the belt on or off. It will give you enough leverage to easily turn the tensioning pulley with one hand so you can slide the belt on with the other.
