Default Headlight issue

I have a 2004 Defender 110, while driving my headlights stopped workiing. Taillights also out, as well as dashboard lights. Brake lights work, high beam works using high beam arm. Would this be from faulty light relay in the passenger compartment fuse section?

could be the relay - take it out and try some electrical contact cleaner - the pins can get a bit rusty - could also be the stalk switch
