Default 1998 Disco no start diagnosis help

Hello all, so I bought a cheap trail rig rutland red 1998 discovery. Towed it home, trying to diagnose the no start, I've figured out the fuel pump isn't getting any voltage. I put 12V to the fuel pump and it kicked on. Looked at the fuel pump relay behind the washer bottle, the connections looked clean. Checked the inertia switch. I looked at the relays in the passenger footwell, which one controls the fuel pump? What do you guys recommend as a next step buying a new fuel pump relay? Is there a way to test the fuel pump relay?

Did you test power at the fuse? Wouldn't that be a way to test the relay? It is under the hood in the box just behind the battery.
