Default 97 disco steering issues

When I drive doesn't really matter at what speed it feels like the weight of the vehicle is shifting left to right. Steering wheel doesn't move but I have to correct with the steering wheel. Almost feels like hydro planing but with completely dry conditions. Problem seems to happen randomly but I have noticed it does it when I crest a hill or come to the bottom of a bill. So with a visual inspection all bushings look ok nothing was loose. What do y'all think it could be?
I've already done the checklist for the death wobble
