Ace hardware was unable to make a duplicate key that would work in my truck. I ended up contacting a locksmith with a mobile service who ordered the key blanks and I went to his office and he made 3 keys for me that worked with no problems.

Yes, ANY locksmith or even a hardware store with a decent key cutting machine can make a key for a '96 DI.
And it doesn't matter if it's an OE key blank (CWE10032L) or something like an Ilco (with or without the plastic cover), there is just nothing special about cutting it. No chip to deal with.
Local dealer charges $85 dollars for the RAV4 aftermarket black key- not cut! Ace stocks them
for 7 bucks cut. Go figure!
