Most places require a towing zone sign with the tow companies info posted on it to be up for 24hrs prior to towing. If the majority of cars are nice ones, the tow company will probably give you the signs for free and be happy to collect towing fees from the pansies. I have a similar problem, except they are parking in my driveway. I just block my driveway so they can't get out and call the cops on them for trespassing. When they block my driveway, I record the license number and vehicle info, and call the cops. When I have called on a specific vehicle 3 times, the cops ticket them even if the vehicle moved prior to the cops getting there. Same as a citizens arrest.

I'm in favor of the Ruger engine enforcement method but that may be a little extreme. Post no parking signs and paint the curb red.

Then call a cop. If it's the same guy doing it regularly then waituntil he parks there and "THEN" paint it red and call a cop.

Calling the police should get it towed as it is blocking emergency access to your property.

Do it enough times and the city/county will post no parking signs and probably a towing endorsement as well. The squeaky wheel gets the grease. But use the "Blocking Emergency Access" phrase as that is something they will see as possibly causing the agency (City or county) liability by not addressing it after it was brought to their attention.
