Default Cruise Control - NOT working

When I purchased this 98 Disco - the cruise did not work. So now, I want to get it working.

Here is what I discovered, so far:

It appears that all the vacuum lines are in good shape. One line, had a crack and I cut off the bad section. It appears that I am getting "vacuum" in all of the lines.

I can not find the 'switch' that is located on top the brake pedal, I have heard that sometimes, this 'switch' comes loose and goes into (behind) the firewall. But, I can see up there and/or feel anything. Should I be looking elsewhere? If yes, where?

I have heard these are the first 2 things that go bad and should check this things first.

Then the vacuum pump (which I located behind the drivers headlight area).

The "cruise" switch on the dash does light up - green.

What else should I mention? What else, should I check?

My cruise button lights up amber on the dash on my 98. The fog light next to it is green. hmmmm My cruise is OD also. I thought when I got my VSS working I would have cruise control. I don't feel any vacuum on my hose and it is connected for sure.

Another question, when you got a vacuum on the line, did you test that while the vehicle was in park or neutral with the Cruise control button on the dash on or what?
