Default Discovery 1 wont start

On sunday i went offroading. i went through a mud hole pulled out to wait on a friend and it just died on me. its a 1999 discovery series 1. when i try to start it theres a clicking noise by the passanger side footwell and the injectors click but it wont turn over. i dont hear the fuel pump prime either and theres no pressure at the rail. but if i shift into neutral it will turn over but no start. i cant figure out whats wrong i reset the inertia switch and all my fuses are good.

ECU is probably water logged. In a box back end of engine compartment on passenger side, between fender and windshield washer bottle. Remove, clean up, weather proof, go back to wading.
