The "Main Relay" and the "Fuel Pump Relay" are actually only one relay called the "Multi Function Relay Unit". There are physically two coils/contacts on the PCB, but only one is wired for use.... it's a dinosaur leftover part from the Range Rover. If the fuel pump runs then you have power also going to the ECU.....
I looked over the ETM a bit... although you wrote that you checked all fuses, and I believe you, I'd still go back and look at F3 - Sat box 1 - 20A which seems to feed the coil packs as well as a direct connection to the ECU and MFR.

I gotcha. I am going to get a mfr off of a loner vehicle this weekend to see if that could be the culprit.
Haven’t checked the fuel pressure with a gauge. Also going to do that.
I know that the pump engages as I hear it when the key is turned to the start position. I also checked it at the fuel rail and it is flowing. The bicycle fitting also shot out fuel.
So... if there is power going to ecm then how do I test if there is power going out?
