Default 2000 Disco II - Purge Valve - P0445

I recently had the MIL light activate with a DTC P0445. I have researched RAVE and found that this is - Purge valve short circuit to ground

I measured voltage while cold - both sides of the harness read 0 V.
I cleared codes, waited until the vehicle came up to temp and the DTC was triggered.

I unplugged the harness and read the voltage. One side was at 13.6 V and the other (I am assuming the ground) at 6.4 V. I am assuming that this is not normal or is it?

When I unplugged the harness a P0444 was trigger, which I think should be normal.

I am trying to figure out whether I have a bad purge valve or an electrical issue. No fuses are blowing either.

Is there something else I should be checking. I have also looked at all of the hoses (at least the visible ones) and I do not see any cracks or hear any hissing.

Any help is appreciated.

LOL!! I just had the 445 code.. I changed the gas cap and it came back.. and along with it the Purge Valve was clicking "unusually loud"..replaced the purge valve with a used one that a friend gave me..no more "loud clicking" and no code yet (fingers crossed)
