3 Amigos and Shuttle Valve Short to Ground

3 Amigos and Shuttle Valve Short to Ground
Just changed out my Wabco modulator and shuttle valve after 3 amigos.
Shuttle valve electrical failure is the fault, when I drill down the scanner says Shuttle Valve shorted to ground. What gives? How should I troubleshoot. I removed the shuttle valve and I measured the resistance across the two electrical terminals. 3K ohms without one of the shuttle valve switches activated, 2.0K with either the left or the right side actuated and 1K ohms or so with both actuated at the same time so the actual switch is working.
