Default 96 Disco Heater trouble

I have a 96 disco which seems to have a problem with the blower motor, the heat does work but will only blow constantly on 2 if i put it on 3 of 4 it will blow for a few seconds then short out an will continue to cut in and out for the duration of the ride. Is this a relay or fuse?

It is either a relay or the switch.
Next time it cuts out wiggle the fan speed switch, dont change speeds, just wiggle the swicth and see what happens.
