Default 99 disco II wiper motor or switch issue

Ok - this is a new one for me - I have a 99 disco II that the wipers(front) run fine in the Slow, medium and Full speed range but stop (or becomer very choppy and stop) midway on the windshield on intermittant mode. Also , when ever you turn them off regardless of the speed, they stop exactly where they are, reagrless of the speed. Is it an issue with the motor or the switch? any ideas
