Go to that Rover.
Drive it.
If you hear a waterfall sound - there is air in the cooling system -
pointing toward head gasket replacement.

When the rover is hot - carefully carefully remove the coolant bottle cap.
Do this with protective gloves on.

Slowly remove the cap.
Are bubbles coming up?
Does it vomit out coolant?

When the cap is off - take the RPM's of the engine to 2,000
Does coolant keep coming out?

Head gaskets...

When I replaced my head gaskets - all of the ABOVE STOPPED HAPPENING.

Wow interesting. So you are saying the factory hose doesn't have a coil in it? And in your case this was collapsing the hose?

Correct, not implemented. Cannot tell if collapsed in my case, but I refuse to allow such possibility.

A picture of the surgery.
No thermostat, engine outlet direct to radiator with the use of a 1 1/4" copper elbow.
Radiator outlet direct to pump intake. It will never collapse.

Essentially the bottom hose on a D1.

use a $50 chemical shop test for exhaust gas in coolant, and price it from there.
