I've installed 94-99 D1 ARB non SRS compatible onto a 99 D2 with ACE, and I've installed a 99-02 ARB SRS compatible onto an 04 with ZERO issues. On the 94-99 D1 unit I had to cut off a small part which doesn't mate up to the D2 frame area, but it took me 5min to modify if that. The 99-02 ARB onto the 04 D2 = 100% PNP. ARB did not officially make a steering skid so that could be from a number of other companies, and pictures are worth 1,000 words in this case.

Glad you had ZERO issues the D1 setup. But this post is about installing a 03-04 ARB Deluxe bumper on a 99. . Sorry my thread is "worthless" without pics ... but we're out of the country in Europe. Rover sitting with shop in USA. They are doing the install.

The point Best was making is the bumpers are completely interchangeable for the most part between RRC, D1 and all D2s. Especially the ARB ones. Bolts should be good to reused assuming they are grade 8 bolts and aren't corroded. Crush cans if needed should have shipped with the bumper. I'm not 100% on the crush cans. Also sounds like in the future finding a indy Rover shop to work on your rig would be advisable. These are all simple questions and solutions that a knowledgable shop should know (and for the money spent to pay someone to do 8 bolts and maybe a little trimming I'd expect them to know).

Like I said the ARB should bolt right up. D2 ARB SRS compatible will have crush cans. Those are installed to the frame via 4 bolts and like mentioned DO NOT re-use the wimpy OEM bolts to install the HD ARB Bumper. Get larger bolts and Grade 8 for sure. Once the crush cans are mounted to the frame level with the D2 you install the ARB onto the crush cans. This is where you can position the ARB properly. There should not be any issues with the headlight finishers. The 99-02 grill might be in the way as it sits about an inch lower, but that is very simple to trim. You can either cut/trim the grill or just notch or trim the lip on the ARB which faces the grill (only real difference between 94-04 ARB was the cutout for the grill, D1 non SRS had 2 extra bolt mounts which you remove if used on a D2, SRS or non SRS compatible, and 99-02 had rubber bumpers on the front, 03-04 had round fog light holes, Winch Bumper or non Winch Bumper, and 03-04 also had the Deluxe ARB Bullbar with just center hoop vs the full hoop)

Skid plate wise that is not made by ARB so it all depends on who made it and what it was actually made for. D2 = a D2 so if it was for a D2 it should bolt up (D2's had the ACE option basically from 99-04 for example). D1 front skid & D2 front skid would be different.

Fog Light wise = No way the OEM fog lights from a 99-02 can be re-used. They're made for the OEM bumper. If your 03-04 ARB came with the fog lights all you have to do is simply wire them into the OEM fog light harness. If your ARB did not come with the fog lights or turn signal/parking lights you can order them from ARB.

I was not being rude when I posted earlier with the post is worthless without pic's, but when you ask someone for help posting as much info and pictures will certainly help you get a much better response/answer.

i'm always a little surprised when people come onto a forum asking for help because of TROUBLE but can't be bothered to be polite or even give others who post on their thread the benefit of the doubt.

There’s bumpers aren’t hard to put on. I’d take it home and put it on myself.
