Rover brakes have always been more responsive on the second hit.
I would pull that one caliper and see if it has a problem, check all wheels for a leak and consider a 3 pint brake bleed.
When you bled your brakes last, did you use at least 3 pints and bleed each whenn till the fluid was clear?
