Default A/C Issue - Stuck open exanpsion value or bad compressor?

If my pressure (L & H) is always equal, is this a stuck open expansion value? I would guess this since if it worked the low pressure should be lower, but its always equal.

If it was stuck closed then i would get a higher psi reading like well above 200 psi.

A/C gauge set testing results:
Car turned on but A/C is turned off 45 psi.
Turn on the A/C it jumps to 100 psi.
It is always equal.

Any opinion would be greatly appreciated.
(I checked for leaks, exterior A/C fan is on, A/C compressor clutch does engage (on and off).

Is there frost or large amounts of dew on the low side piping?

Low pressure pipe is not cold or does not have dew/moisture on it. If it did then I would have thought it was the compressor. Right?

This would be a sign of an expansion valve opening to wide. If it was my truck, I'd replace the compressor as that evaporator's expansion valve is pretty difficult to get to.

Default Help with getting to expansion valve

I know it is part of the heater assembly but what the RAV LR Discovery II doesn't show is how to get to it clearly. Step 1, 2, 3, etc.

Will i need to take my whole dash and center console apart first, to get to the heater assembly and then replace the expansion valve?

If anyone can assist on where to start, it would be great.

I have a lot of time and patients and skills.
Only use my rover during the winter as i have a summer car.
Hence i can work on it over the summer.
But i would still like to have cold A/C for when its hot out during fall or spring, etc.

Does it immediately jump up to 100psi on both sides when the compressor kicks on?

Yes as soon as I turn on the A/C it jumps to 100 psi on both sides.

I'd bet the block. Equalized pressure usually means it's stuck open. The compressor could be malfunctioning...but usually it's the simpler explanation.
