Are you sure it was the high beams and not the DRL's?

 

It was a empty plug. Like if someone had pulled off the relay. I assumed that was my problem. I plug in a relay into (with everything off, no key or engine on) and the high beams came because the indicator on the dash show blue. Left it one and started the truck, turned on a/c but no fans. Fans do spin freely. The empty harness is black in color.

 

After checking every freakin' relay I removed the front grille and check the voltages at the fans. Finding out I'm getting 12v when A/C on but no fan operation. Decided to tap the fan motor with my screw driver and it started to turn a little. Should have done that in the first place. Going on Ebay to look for fans. thanks for the help!
