Faking out the sai
Yep “some” 03-04’s are non SAI! I’d just get a non SAI ECU & go from there. I’m not 100% certain, but I’ve also heard that a system like the Autologic can make changes to the ECU & if SAI is an option it could be turned off. Just haven’t had a big chance to piddle with the 10k Autologic system to know for sure what it can/can’t do.
It was a few small changes, mainly adding more timing at lower rpm's for a little more get up and go.
I have heard nothing about them since.
I wonder if something like Ecu Unleashed works on D2s?
And if it or the UK flash could turn off SAI?
Then 4 pipe thread plugs for the heads and pitch the rest.
And all of this assumes that you don't have to go for any emissions testing. Trucks with SAI show up as Low Emissions Vehicles in the testing system here in New York when the machine reads the VIN. If your VIN says the truck is an LEV and the ECU doesn't report that the system is present and error-free, you're not going to pass.
Blocked off?
nanocom has several programming options for SAI 'ON/OFF' . I have non SAI ecu and all options are off. Not sure if you could turn SAI options to 'OFF' on an ECU w/SAI using nanocom.....

You just need to flash the ECU with a non-sai program. My guy in Greenville would do it for $75. As far as tricking it, yes the ECU looks at the oxygen sensors, does not look at the load on the pump.
Timing??
Eurover is the name of the shop, Greenville SC. He has a Testbook, so he can flash factory stuff only. Reasonable price, tons of trucks, so I would bet he could do a mail in service and get it flashed for a bit more - you know, install ecu in one of his other trucks for the connection.
Under the Motronic ECU Inputs it only shows the SAI pump, SAI system, & SAI solenoid valve are on/off or active/inactive as you mentioned.
