Default Front crank seal / harmonic balancer

I've got a decent whiz coming from the front crank seal when cold (98 Disco 4.0). I'm going to replace it this week, question to the pro's is:
1 - I've been a BMW tech for too long. Our balancers bolt on, does this one press, and which tool works best for extraction.
2 - I noticed that the lower pulley has a pretty decent wobble to it. On my Jeep, when it started wobbling, is started slipping and shredding belts. If it's typical I don't care. If not, I'll replace.

Never replaced a front crank seal for noise, are you sure ? Most noises come from pulleys. Do it with belt removed ?

Balancer is bolted on, 24mm socket. Slides off, non-interference fit.

Wobble, oh Boy. This could be a sign of the oil pump going bad. LR manufactured many front covers with the dowel pins off-center which led to oil pump failure. Pump is in the front cover. If you can loosen the front crank bolt by hand, you have big problems. Hope this is not the case.

By whiz I mean oil leak. It seems to leak mainly when cold, once it gets to operating temp it does not leak too much.

Inside the front pully is a plate designed to protect the seal pressed on the pully ITS FALLEN OFF, take off the pully and through it away, put a seal in it for s--ts and giggles
