Default Getting hot with Air Conditioning on

I have a 2004 Disco that runs great and cool so as long as I am not running the air conditioner. Running 185-194 with out the air conditioner on. Turn in the Ac, and temps climb up to 217 before I get home and **** it down. I have new 180 t stat, new water pump, new temp sending unit. I’ve heard the condenser fan come on while diagnosing this so I don’t think that’s the issue.
I did however bypass the condenser fan relay by jumping from 30 to 87 to make the fan run regardless of the ecm telling it to come on. Ran with the Ac on with an outside temp of 92. Still my engine temps rose to 205.
Fresh coolant and fully bled/burped. Clean appearance on the radiator fins so no blockage outside the radiator. Radiator was replaced in 2015.

Ive read that a bad fan clutch could be the culprit and could also keep the ecm from turning in the condenser fan too.
What sould I be looking at or for? Anyone have a similar problem?
