That would be for your cruise control. If you have enough slack you can cut it off just passed the split and put it back on. If not, take it off and go to an auto parts store and get a length of the correct diameter hose. Simple fix. While you're at it probably wouldn't hurt to replace all the vacuum hoses for the cruise control system. They have a nasty habit of leaking and causing the cruise to not work.
The end going to the front bumper goes to the vacuum pump located behind the headlight on the driver side. The end going through the firewall goes to the brake light switch. If you remove the cardboard filler panel below the dash on the driver side you can trace the hose to the switch.

There is a separate switch at the brake pedal for the cruise control from the brake lights. It tells the cruise that the brake is pressed and to disengage. If you look on the driver side of the engine compartment you'll see where the jack is located in front of the air cleaner box. It looks like a second battery should go there. Through the hole closest to the radiator you'll see the vacuum pump. If you have any doubts trace the hose.
