yes its two different problems. check the line for a vacuum leak on teh cruise control. as for the horn i would disconnect the battery wait 10 mins. that unscrew the 2 hex screws on the back of the wheel releasing the airbag unit. that will allow access to the horn assembly. I would make sure all wires are secure back there. The problem is you can't pull the horn buttons apart. if they come apart they are broken for good and you need to replace the whole assembly. the wires that connect to the contact are very fragile as well so check all wiring. just make sure you disconnect the obviously the airbag is a pyrotechnic device.

Cruise vacum was just loose and cracked. Snipped and replaced, job done.
