"In the future...just cut/drill the bolts and leave the cross member off. There is no possible way a bar with those tiny bolts can be used for support. I'm under the assumption it's there so stuff doesn't flip up from the road or fall down and that's it."

Have you ever seen the crossmember in question? It's held on with 4 tiny 8mm bolts on either side. They aren't even bolted directly to the frame. Instead they mount to a thin plate which has only 2 edges welded to the frame.
So basically...all that torsion force is distributed across 8x8mm bolts and about 12 inches of combined welding of 1/8in steel.
