Remove the f'in thing and float-test it in the nearest deep body of water. Or jumper 12volts to it and if it doesn't actuate, replace it. Your call. If your brake lights work and the brake fuse is good, the solenoid is probably bad. Also check your brake switch under the brake pedal. I think it's in the circuit too..
