Question HVAC duct flap coming to a stop...

Hi.
When coming to a stop, with the climate controls off, there is a noise by behind the glove box. It lasts for about 3 seconds, every time when speed is decreasing, under about 4MPH.
Does not happen when heating mode is on.
I suspect it is a duct flap actuator.
What is the design logic on closing or opening a duct when stopped ?

The manual seems to cover a cable-operated system instead of the electronic-controlled panel under the radio. And found no description of the 'feature' when stopping.

Is there a duct or air flow schematic per settings that corresponds to left-hand-steer somewhere ?
i believe my vehicle has also a dislodged actuator as there is a rattling sound behind the dash when strong wind hits the intake from the exterior.

Clues, please ?
