Hello, please see the attached picture taken from the driver's seat towards to passenger. There is a cable that has been cabled tied. Can someone advise what this is for?

That looks like a D1 shifter handle. The 2004 D2 used cables instead of levers. Does the other end of the cable connect to the CDL nipple somehow (if you have one)?

Is there an approach to sidestep this inept thing with the goal that it will not breakdown again and isn't required?
I've effectively taken a stab at disengaging the interlock link, which allows me to move out of park by squeezing the shifter button without squeezing the brake pedal, BUT, it appears to be that I can't eliminate the start key in any event, when it is in park when it is this way. https://www.7pcb.com/

The RAVE should have everything you need.
But there are different sets of interlocks. The photo above is looking at the CDL/range assembly, There are shift interlocks related to that. The transmission has a separate shift interlock.
