SO here is what the LR dealer had to say. "Well we need to replace the fuel pump as we have no fuel pressure at the rail." I asked well how do you know it's the fuel pump? "Well it has power to the pump." I asked so you took the rear end apart and put a meter on the pump (it is a new pump) and have no power there correct? "Well no but the technicians are sure it's not working." Ok so if you put a new pump in how much will it be. "It's $800 installed." I asked so if you put a new pump in and it doesn't fix the problem you will put my pump back and just charge me labor correct> "No we can't do that." How much is the pump? "It's $550.00." So your actually telling me that you really don't know for sure what's wrong and you want to start replacing parts till you find out what it is correct? "Well no sir, we are confident it's the fuel pump." Well if your confident then why won't you put my old one back in if you find out you have replaced a working part? "We don't do that here." Ok, why are you charging me over $500 dollars for a fuel pump I can get all day online for $200 to $300 dollars? "Well those aren't land rover parts." Sorta like the gas cap you charged me $47.00 for that I could have bought at a parts store less than $15.00 right? No answer. I said I would make arrangements to have my vehicle picked up and brought back home. My mech here is giving me his car trailer and chains and everything I need to bring it back free of charge. I will NEVER take it to a LR dealer again. I will pour gas over it and make a U tube video of it lol
the best way to check for power is to remove the electrical connector at the pump and check for power when the engine is cranking, that is tough on a discovery because of the carpet and trim in the way so you can at least check that the relay is getting signal and engaging to provide power to the pump. Listen for the fuel pump relay clicking with a screwdriver to the ear while somebody cranks it over. If you get a click take out the relay and "jump" the relay with a short length of wire between the power socket and the fuel pump wire socket and listen for the pump running, they are usually the two larger sockets, but check the location in the rave wiring diagram or on the relay itself. If if still doesn't run barring a break in the wiring to the pump or bad ground wire you most likely need a new pump.

Also check for power at the relay with a test light before jumping it to rule out the possibility bad wire to the relay. This is all assuming the fuse has been checked. This all would be done with the key in the run position.
Located in Franklin NC West of Asheville. I do have a local mech who did the original work (new fuel pump, new fuel relay, cps). When it died again (see my post earlier) we decided since it was throwing no codes or pending codes to go to the LR dealer. Lesson learned. I know what they did which was as suggested above they checked power in and power out at the relay which I will also do. I may not wrench much due to hands but I have a degree in HVAC so i know how to troubleshoot electrically. I'm not much of an esthetics (sp) guy so this time Im just going to cut a hole in the carpet lol. I will put a good floor pan in once done. That way I can actually check for power to the pump and actually hear it work without question and can move forward from there. I so appreciate your help guys.
Okay picked up the Rover today and hauled it home. Of course it still doesn't start but I noticed something I had perhaps not noticed before. The gas gauge is showing empty when the tank is full (I checked). If the gas gauge is connected to the fuel pump and the fuel pump is in fact NOT getting power then wouldn't the gas gauge show empty? If so it would confirm my guess that the fuel pump is in fact Not getting power regardless of what the LR dealer said. Monday my mech is going to open up the back and find out if it has power. So if it doesn't besides the fuel relay where would I look?

Before you threw your money away taking it to the dealer and still not knowing what is wrong with it, I replied in a previous page about how to diagnose your vehicle.
Plug a 12 dollar scan tool in and see if it reads RPM while cranking. If it doesn't. It needs a crank sensor. If it does, it needs a fuel pump.

How bout this Master Tech. Just don't post on my thread if you want to be an a**. How bout that. I don't need you telling me when I am or am not wasting my money thanks. I will know once I pop the lid on the fuel pump and put a meter on it whether it's getting power or not. It read rpm and it has spark I know it's not the cps. I took it to the dealer knowing that and also knowing that I just put a fuel pump in it. It was throwing NO codes or pre codes. Either a new fuel pump has gone bad or it is a wiring issue. But thanks again for your condescending attitude. Also as I remember you didn't even know my vehicle didn't have a distributor.
