That cable has been on there since it was installed at the factory in 2004, but if it does ever fail I will consider building my own using heat shrink on the lugs. I prefer soldered connections to crimped, but in this case it looks like the crimped connection is more than adequate.
I'm running into the same problem as you.. just bought my new smittybilt X2O 10,000lb winch but I can't get the damn thing mounted in my terrafirma bumper because of that piece of metal running in the way.. I was about to cut it out but i thought I'd take to the forums to make sure that's the way to do it..
I encountered the same question six weeks ago and looked carefully at the structure to try to determine whether or not to proceed with cutting it out. I came to the conclusion that it serves no significant structural purpose and went ahead with the cut. A $14 HF angle grinder made quick work of it.
The Terrafirma may be the only bumper that requires the piece to be removed because it is also the only winch bumper that mounts so close to the body (which is why many of us bought it). The ARB mount positions that bumper several inches farther forward and also lower, avoiding any interference with the grill.
