For some reason when I turn on my driving light my dashboard turns off. But when my driving light are off my dashboard works. Any ideas? I checked all the fuses they are all fine...

Second question is... my power locks don't work from car or remote, i can hear the sound as if they are working but have no affect.. What can this be?

 

Which locks rear passenger or tail gate? if just one, it is most likely a failing door latch/accuator.
As for your lights, either you have a short or aq failing headlight switch.
