On DII's the wire harness runs down the drivers side and then a plug splits from the drivers side tail light and goes to the passenger side.
The driverside gets power first, then passenger side.
Remove the driverside tail light assembly and unplug the light, check for power there.
It is very common for the taillight assembly on the drivers side to leak and rain water get into the taillight and corrode the wiring.
