Default Oil Pressure

I've changed the oil in my '03 Disco twice. Both times I've put oil in the filter when I installed it. But my question is. Both times when I've started it my oil pressure light has never come on. Should I be concerned that it's not functioning properly?

Nope, that's normal. You should never see the oil pressure light after an oil change...unless you forget to put oil in the crankcase! I don't even prime the oil filter, although it makes sense. Unless you've got a bad oil pump, that 1/8 second it takes from pickup to the motor is insignificant - especially since you still have oil lingering in there from having just drained it.

Do make a point of filling your new oil filter before you install it so you don't drive start your old Rover, especially 03 since they have been a little prone to oil pump failure issues.

Hopefully your oillight is ON when the motor is OFF but the ignition is ON?! To signify that it is working.
