Is it both sides? is it all functions on the seat, forward/back and tilting?
Have you checked relevant fuses?
When I got my 98 Disco the PO said he tore the passenger seat apart to try and get it to go forwards and back, it tilted just fine but was stuck in the forward position. I removed the switch and gave it a good soaking in WD 40 and it's been fine ever since.
