Red bumper lamps?

Default Red bumper lamps?

The lamps next to the back up lights on the bumper - what do they do?

I've changed the bulbs, tried all the switches, and check if they come on when I press the brake pedal. They still don't come on.

The only purpose I can surmise is that they hold spare bulbs for the back up lights

They are your "rear fog lights". The switch is located on the panel left of the steering wheel - second one down, I believe.

I'll be darned.

All along I thought that was for the front fog lights, which I'm missing. I thought that perhaps the PO replaced the bumper with fog lights for one without when he had an accident.

Those rear "fog" lights are so that you dont get slammed in the backside during fog, heavy snow, heavy rain, etc.
