I had this happen on a old car that I had, if nothing is inside the latch, like a penny, paperclip,etc. Then you need a new latch. Sometimes the spring can go bad.
You can try taking a screw driver and sticking inside the latch and trying to jar the latch loose.
But most likely you need a new buckle.

its bolted to the seat. there is a yellow sheathed connector that is for the gas charge in the buckle, not just a stalk, its a active srs componant, do not unplug it with the key on, give it a good 20 minutes of key off before you disconnect it too. and as always, be extremly careful when working with srs componants

Call, http://www.roverlandparts.com/, tell them the year model and color and they can sell you a used one.
