Sounds like an issue of balance to me. Those tires are thick lugged for ATs and thus, prone to different compound consistency throughout.

I had a brand new set of enkei rims for a toyota once and one of em was bent. Took me forever to figure out the shake. I also wouldn't automatically assume that the shop balanced the tires right. As I said in my last post, explain the problem to the shop and have them check for rim trueness and recheck the tire balance. Its also possible you received an out of spec tire.

Don't blame the steering dampener. Most SUVs don't even have a dampener so the root cause has to lie with the tires or wheels.

Yep, I understood that. Those were probably slightly out of balance too.

There are only a few things on the vehicle rotating at the same frequency as the shake you're experiencing with enough mass to move the steering wheel. They are: wheels, tires, cv joints, and a warped brake rotor. The latter would only be felt under braking. The job of the steering dampener is to help smooth out slight imbalances and improve on-center feel. It would not be the root cause of such a shake. Make sense?
