There are two lengths of steering stops. The short one is for use with the 16" wheels and the long one for with 18" wheels.
The reason for this is that if you have the sort ones with 18" wheels the tyres rub on the inner wheel arch (fender) when you turn full lock. There was a Technical Service Bulletin issued by LR on this, but I can't find it.
If you can't find short ones you can just cut down a long one to the required length.

Hah, reminds me if a story I heard one time. This guy was on a Dave Ramsey podcast or video or something. Not sure, I didnt hear it directly. Anyway, the guy is pretty much famous for giving people financial advice. This man and his wife had a watermelon stand but they were losing money. He asked them, why is your stand losing money? They told him they were losing 10¢ on every watermelon. He asked them how they thought they could fix that. They told him, we'll make it up in bulk.

I have parted out a bunch of D2s and found no rhyme or reason to the application of short bump stops. In addition using short bump stops on 18" wheels with stock tires does not rub on anything, so really not sure why they did it.

I guess if they can go back to the melon supplier and get an additional .40 off each melon they can turn a profit and have the market locked down!

In the US as far as I'm aware 18" wheels were more often fitted than the 16s, which were fitted in the UK and therefore most would have the 29mm stops fitted. If you have 23mm stops it is possible (but not always) that the car left the factory with 16" rims.
Many owners who changed from 16" rims to 18" ones, also had this problem and find they have to fit longer stops.
The down side of having the long stops though, is the reduced turning circle.

They're doing somethinG wrong then. I'm currently running 265/65r18s (32x10.5) on stock suspension with the short bumps. Theres no rubbing anywhere, even at full flex with both sways disconnected.
Believe me there have been reports on other Discovery forums, where a number of owners, running 255/55 R18 (29X10R18) tyres, have experienced tyres rubbing when turning full lock.
